How to create a new skin from the scratch??

I tried searching for the info but couldn't locate any that how to create a new skin/template for the vbulletin from the scratch.

I have bought a html template from templatemonster but now what?
How should I proceed with creating the template?

I just don't want to modify th eheader and footer but I wish to include the side links (non vbulletin) in the site too.

I know this procedure..but how to integrate the html template I have bought.
Can I just use that html template and insert the vbulletin specific code in the html?
