How do I create new categories?

I have been having a major problem with creating NEW categories. I can't create anything besides the MAIN category.
Any help is appreciated.

Just set "Act as forum? (Will act as a category if no)" and "Open for new posts? (Will have lock if not, but still act as forum)" to "no". Thats your category
