Email notification won't work

First off, I noticed something in the Control Panel, there is an option 'Show Admin Edited by' TWICE, but one is mis-labeled as being for email features on....I cannot select one of these options at the same time (the bullets switch back and forth between the two options) and I was wondering if you knew about it.

Second, emails get sent out to users about getting their account activated, but email notification doesn't work. Would it be because of what I mentioned up above?

And how come I can't insert a post subject (like the one right next to the :D face here) when I originally post a new topic here but I can put one in when I edit it?
