Is there any way to transfer the users and threads from another forum to a new one?

you can move threads from one forum to another using the admin function 'move' the link is on the bottom right of threads

sorry! what i meant was from another completely different site using vBulletin, is it a case of getting into the mySQL database and copying the users into the new database??

i have no idea ... but would importing a dump of another vb database to another vb database work ?

would think so. You need to use a program called phpmyadmin can't remember url do a search in google.com for it. that allows you to do a data dump which you can then just upload to your new site.
