If you refresh the page, does it carry on?

I refreshed the page several times, but it doesn’t work.

The status always shows step 16. Even I refreshed the pages.

Is there anything showing in the server error logs at the time it gets stuck?

The connection to the database is being stopped. This is something you'll need to ask your host about.

Are you by any chance using GoDaddy for hosting?

If you have SSH access switch to SSH and run the upgrade from the /core/install directory on your server.

                    Code:
                    php upgrade.php
