        Did the upgrade complete fully? Did you get the "upgrade Complete" message at the end?

              Might not hurt to run the web based upgrade.php script It will only re-run the final steps (importing templates mostly) so it won't take terribly long, nowhere near as long as a full upgrade.

                i think it's a charset issue ..

                what is the Database Character Set and Collation of your database ? is it the same in your config.php charset setting ?

                  The database encoding is latin1 or windows-1256

                    windows-1256 is not a valid MySQL character set. With Arabic, you really should be using a UTF-8 character set.

                      My brother has converted the database encoding into UTF-8

                      But when the forum opens, the Arabic characters appear in question letters ????????

                      Yes I can login to AdminCP with windows-1256

                      I could not find the solution of utf-8

                            Go to the AdminCP. Then go to Languages & Phrases -> Language Manager. Edit your language. Set its character set to UTF-8.

                            Do the Arabic characters show now?

                              I did like I told you and changed it to UTF-8

                              The result shows the opposite of Arabic letters
