Sitebuilder not showing after upgrading from 4.2.5 to 5.30

I upgraded recently to VB5.30 and was reading on how to update through sitebuilder. I do not have the option to enable it. I feel like I'm missing something simple.

I would recommend making this a default for a site administrator on an upgrade, or document it in the upgrade procedure.

If your user id is listed as a super administrator in the /core/includes/config.php, you will be given the permission on upgrade.
