You don't have permission to access /admincp/ on this server.

I send mail to web provider and they say that /forum/admincp directory is empty and that's why i don't have permission to that directory so I check and notice there is only 1 file (.listing) and /img directory with 46 files inside....

That's fine. The actual admincp folder is in /core/admincp

I found what was problem. My errror... I didn't rename htaccess.txt to .htaccess
Now I get /admincp I enter username and password. I see it load login.php and then go back to /admincp so I can't enter administration pannel.

When upgrading to a new version of vBulletin 5 from a previous version of vBulletin 5, you do not need to delete the existing files. Simply upload the new files over the ones you have. This will maintain your config.php and .htaccess files for you. We specifically name them the way we do to prevent overwriting critical changes.

This would be a different issue. Please answer the questions in this thread:
Every support request should be in its own topic. Do not take over the support topics posted by others. The only thing that happens when you do this is make it more difficult to receive support. Often times we get threads like: This type of question is very difficult to answer because it provides no real information.

You'll have to open a support ticket with server access.
