Minimum System Requirements
These are the Minimum System Requirements. vBulletin 5 Connect will not run or install if these conditions are not met.

• PHP 5.3.0
• MySQL 5.1.5
• mod_rewrite, URL Rewrite or equivalent.
• You must upload the included .htaccess or web.config files.

I want to know :

1- is that mod_rewrite, .htaccess, and web.config, are php files or addons or what exactly ?

2- is that these files are included in my package ? If not wherre i need to download these files ?

3- Do I need to upload these files in my new html folder ? in my root directory ?

No, those are rewrite engines which are needed to run vBulletin 5 Connect.

Yes, they are included in the upload folder of your package.

3- Do I need to upload these files in my new html folder ? in my root directory ?

Yes, for apache (mod_rewrite) it's the .htaccess, for IIS (URL rewrite) it's the web.config file.
