The problem occurred during upgrading from 5.1.0 to 5.1.3.
After going to /core/install/upgrade.php in the browser and entering config settings, VB shows:
The "link" points to /core/install/makeconfig.php?submit=self_delete
When clicking the link, it shows:
But it should be able to delete itself, because filesystem permissions are correct:
HTTPD error logs show:
So there is probably something wrong in makeconfig.php. Maybe it should delete/unlick using the full absolute path instead of relative path.

Delete makeconfig.php file now, then begin installation.
