Upgraded from V4 to V5.1 problem in admin cp

We have Upgraded from V4 to V5.1 problem in admin cp and not sure how to solve the problem, see attached picture.
Looks like no theme applied, have checked paths under settings and they are correct.

I have checked the URL settings under Site Name / URL / Contact Details and they are correct.
