questions frontend (Site) Url Config.php from upload/core/includes

Seems like I'm mixing up the config files , the file I'm concerned about is the one from the core/includes
Frontend ( site) url, comment says that this only needs to be filled in if requested by support. at what stage would you request this to be filled in. befor trying upload or after
version 5.0.5

When there is a problem that we feel it wopuld need to be manually filled in, aka almost never. Which is why we don't tell you to fill it in.

All you need to edit is the database name, database username, database password, and maybe the database server address. Everything else can be completely ignored in that file.
