Getting the following message

I am having to access by IP Address until I can get everything up and running and move from my current host.
The install appears to have run OK but when I try to access it I get the following screen. I have checked both the config files and they look good to me so I'm lost.

in the .htaccess file, under the line:

RewriteEngine On

Add:

RewriteBase /~cyberpork/vb5/




and try again.
