“Topic management” doesnt work

Hello dear friends,
I select “yes” for topics management in some part of forum, so that if users send post on these parts, their post be available for the managers first and after confirm by managers , their posts publish for all.

But even with this option (topics will show after confirmation), this post send successfully without manager confirm.

Plz help me to solve the problem

Do you mean "Moderate Topics"?

Do you have "Skip Moderation for Posts" set to No for these usergroups in the specific channels? Usergroups -> Channel Permissions...
