You need to update your locale so that it is using the UTF version of Turkish. It should be tr_TR.UTF-8
If that doesn't work, you need to to contact your Hosting Provider / Server Administrator and make sure the locale is installed at the Server OS level.Translations provided by Google.

Did you make the change that I said to make? You need to update the locale for your language. In your screenshot it is set to tr_TR. That doesn't support UTF-8. You need to use the one I stated in my post.Translations provided by Google.
