NEW converter iso-8859-2 (latin2) to utf-8 - best tool 2018/2019

I would like to convert my board to utf8 (all posts, threads etc..)
Could you send me best manual to do this?
Is there any automatic tools to make this easier?

I know that the thread has already been but I am looking for the easiest method.
