What are the user's complete permissions? List every single permission for the Usergroup and the Blog Channel for that usergroup. If they are in multiple usergroups, you will need to make sure all usergroups have the appropriate permissions. -
Ok. I gave permissions. When registered user try to create blog he saw Blog Admin

1) You need to give your users permissions on the Blogs channel. They need the "Can Create Channel" permission and the ability to create 1 or more channels for Max Channels.
