Did you edit the page in anyway? Did you change your homepage to a custom route?

If you haven't changed the homepage of your site, you can set the page to its default by following these steps:

1. Upload the /core/install directory.
2. Find the tools.php in the do_not_upload directory of your vBulletin package.
3. Upload tools.php to your /core/install directory.
4. Point your browser at core/install/tools.php
5. Enter your Customer ID to enter the tools.
6. Choose "Restore Pages"
7. In the list choose "Forums".
8. Submit the Form at the bottom.

Yes, I added a php page (no content)

Go to Settings -> Options -> General Settings. Turn off HTML, PHP, and Ad rendering. If the page loads after that then either fix the module with proper PHP code or remove the module from the page.
