Upgrade from 5.3.1 to 5.4.4 Issue

I have installed a copy of our live forum on a localhost using XAMPP to test before going live. The 5.3.1 version installed and ran fine with no function or display issues. When I installed 5.4.4 everything seemed fine until I logged in. When logged in the menu at the top that has the Quick Setup, Notifications, Messages and User Info does not display properly.

Attached is a screen cap of the page when logged in. Not sure what would be causing this. Any ideas where to start looking??

The top of the screen changed in a recent release.

You should revert your header template.

Perfect! It looks like the header and footer were customized to remove the section in red. Any clue what I would need to do to remove this section of the header and footer again?
