It is a Search Module.- While editing the page select "Content" from above the Module List and then drag a Search Module to the page.
- Click the Pencil Icon to edit its configuration.
- Name it "Latest Topics".
- Set how many responses to show. Default is 3.
- Set the Sort By field to "Date - Started Post."
- Set the Order field to "Descending."
- In the Channel List, click on "Forum"
- Save the Module.
- Save the Page.

When I was editing my forum page my latest topics module is gone. And it's not in the "Add module's" list.
