For some reason your site had its Read Marking Type set to "Cookie/Inactivity Timeout". This should be set to "Database (Automatic Forum Marking)". After making this change the New Topic link on your site works again. I recommend not changing this setting.

I have "Database (Automatic Forum Marking)" enabled, but in my forum guest visitors can't see new threads, instead logged users can.
On the other side, I don't have problems at all with the "New messages" option, both guest visitors and logged users can see them.
So I deactivated the button "new topics" for guest users.

"New Topics" depends on your last visit. Since Guest Users do not have a last visit record, there is no way to determine what is new and what isn't. By default, this tab should be hidden from guest users. Instead they should see a tab labeled "Latest Topics" which is set to show all topics from the last 24 hours whether they have been read by that user or not.
