Does the usergroup have the permission "can use animated avatars" set to Yes?
If the avatar is resized in anyway (maximum size is 200 X 200) then it will lose its animation. Only the first frame will be resized and the rest discarded.Translations provided by Google.

1024 bytes? You probably want to increase that.Translations provided by Google.

Try something like 1000000 bytes. Let's get realistic here. Storage isn't the bottleneck that it was 20 years ago when the original limits were created. Download speeds are not the bottleneck they were back then.
If the image is resized or compressed for any reason, it will be turned into a JPEG and you will lose all animation. Having a small file size will cause it to be altered. Going over 200 pixels by 200 pixels will cause it to be resized. This is how the system has always worked.Translations provided by Google.

So I just want to mention the following
1. Usergroups have Animated Avatars enabled
2. Gif Avatars used are smaller than the limit both in pixels and file...-
