It appears that all topics in my newly-upgraded 5.4.1 forum are marked as read if they have been inactive for at least a month. Our previous version of vB only marked them read when they were actually read. Is there a setting somewhere to update this behavior to what we previously experienced?

Default in vBulletin 5 is 10 days after a topic is inactive. If it is 30 days, then you probably edited this already. You cannot turn if off but you can increase the time limit.
In the AdminCP go to Settings -> Options -> General Settings and adjust the Database Read Marking Limit value to fit your needs.Translations provided by Google.
