Making registered users CMS authors

Is there a way to make newly registered users that have been moderated, CMS authors?

I can see where they can be promoted from one group to the other.

If it is by promotion only, what is the rationale of the values? I would like it to be immediate once the new users have been moderated.

If you want registered users to be able to post articles without needing an Editor to publish them, just give the Registered User group the "Can Publish" permission for the Articles channel. It is under Usergroups -> Channel Permissions.

Then they would need the permission "Can Edit Own Topics".

The only difference between the CMS Author, CMS Editor, and Registered usergroups is the way permissions are applied by default.
