I must be missing something? I look in registered user settings and it says they can delete posts in the Post/Topic Permissions.

It is a per usergroup permission. Check the usergroup permissions and also the channel permissions.MARK.B

The way you have it configured, Registered Users can delete replies and comments that they created. However, they can't delete topics they have created.Translations provided by Google.
