Flood Check?

I had the flood check set at 30 and have been receiving complaints, so want to turn it off. I went to setting - options - message posting and editing - and set the flood check to 0. It did not change the setting. I also changed it to 5 to see if that would work. The flood check is still at 30 seconds. Is there a secondary area or change I need to make to make this change happen? Thank you, I am new and appreciate any assistance you can give me.

That is the only place to change it for public topics. Private Messages have their own setting under Settings -> Options -> Private Messaging and vB Messenger Options. This defaults to 30 seconds but should only apply to new Private Message topics. Chatting in a vB Messenger window should bypass this check.
