    i am running on vbulletin 5.4. I have enabled the option

    Send Notification Email When a Private Message is Received

    under user registrations option. Still i see that users are not getting any emails when they receive any private message.
    New user registrations emails are going through and even when i send a test email from diagnosis emails are going through

    They would need to verify this option is selected by selecting "User Settings" from the drop-down menu on their name and clicking the Notifications tab.

      can i do it for all users at once from admin panel or is there a way that as an admin i can do that for all users. if users doesn't want that option then they can disable it from there panel

        You can turn it on for all users by going to:
        AdminCP > Maintenance > Execute SQL Query
        Select the following:
        Yes - Send Notification Email when a Private Message is Received

        If you get a 'not authorized' message when going here, you will need to grant yourself the permission in the /core/includes/config.php file.
