i have an issue where it wont let the same user log into site from other locations i need to have it so if they go to another location and log in it will allow them to. how can i fix this

There are no restrictions in the default software that would prevent a user from logging in from multiple devices or locations.Translations provided by Google.

ok well then i have an issue cause when im logged into site and i open up a new tab the new tab shows im not logged in seems that its not carrying my session over to the new tab. then when i try to log into the new tab it seems it doesnt log me in but instead it shes the web page inside the small log in window. that only happens when im already logged in seems to me there is a problem with the way it handles sessions may be a setting somewhere not sure.Comment

Then one of several things is happening.
1) You have improperly set the cookie path and/or cookie domain settings under Settings -> Options -> Cookie and HTTP Header Options. These options should not be set unless you're running multiple vBulletin installations on the same TLD. Reset them to the default.99.99999999999% of customers should never change these values from the default.
2) The cookie prefix set in /config.php does not match the cookie prefix set in /core/includes/config.php. They must be exactly the same.
3) You are accessing the site from a URL that is different from the URL specified under Settings -> Options -> Site Name / URL / Contact Details. If you have multiple TLDs in use, you will need to redirect them all to the URL specified in these settings before the user hits vBulletin.
If you are using Incognito Mode in your browser, it should not share cookies with other tabs and will also cause this issue. If you have an extension that deletes cookies or blocks javascript then you can experience these issues. You will need to whitelist your site.Translations provided by Google.
