    we're actually having a weird problem with subscriptions.
    We did some testing and found that even users who disable the alerts continue to receive e-mails related to subscriptions.

    can not reset all subscriptions even by an sql command?

    There is no way to delete all subscriptions for all users. Users can manage their own subscriptions on the Notification tab of their user settings page.

    You can remove a user's subscriptions in the AdminCP under by editing their profile and choosing Delete Subscriptions on the Quick Links dropdown.
