how do I change the email that is sent to users that are rejected or deleted.

All emails are phrases and can be changed in the Phrase Manager within the AdminCP. AdminCP -> Languages & Phrases -> Phrase Manager. Set the Phrase Group to Email Body Text. It will be on the list. Make sure to maintain the variable tokens in the email or things may break. These are the {1}, {2}, {3}, strings. Look at the default phrase to get the context.
The specific phrase is moderation_deleted_gemailbody
