Front End Style Issue after installation

Yesterday I upgraded to the latest VB 5.3.4, since then front end has styling issue. Please see the screenshot of the same. Today I deleted and reinstalled the VB software but still the issue persists. Can you please check and let me know how to resolve this.

you need to rename the htaccess.txt file to .htaccess

Rewrites actually look like they are working. Otherwise, it would have a white background and absolutely no formatting. Something is blocking the css.php file from loading specific stylesheets.

Check your httpd access log to make sure there are no 404 or 403 errors listed in the vBulletin directory. If there are, make sure all files have the proper permissions to be executed by PHP as stated by your hosting provider. You can also try disabling mod_security if it is enabled. The protection may be set too strictly.
