    1) You have to put the user into a usergroup that has the required permissions to see the closed forum.

    2) Make sure that you're using the URL entered into the AdminCP. http://www.XXXXX.YYY is different than http://XXXXX.YYY which is different than if you use https. You need to make sure people are redirected to the URL you have specified before they log in.

I might be misunderstanding this but if you're wanting a member to see the entire forum while it's closed they need to be an administrator. They could be an administrator with no permissions.

If you mean the forum is closed from the setting to open or close your vBulletin forum in Admin CP -> Settings -> Options -> Turn your vBulletin Forum On or Off than the answer is you cannot. Only Administrators can access closed forums. They either need to be an Administrator or they cannot access the site.

Instead of closing the forum via the setting you may prefer to put a directory password in place (usually done via an .htaccess file in Apache) which you could give a username/password to the user(s) you want to have access to the site and everyone else gets a no permission error. This is commonly used for sites under construction and there are many tutorials out there for setting up an "htaccess password." If your host has cPanel there is a web interface to do this usually called "Directory Privacy."

That's not something you set, it's counted by the system.

If you want to expose the visitors in the last x hours as a module on a page, then you'd need a custom module for that. There's no existing last visitors module at this time. Only admins can see them in AdminCP.
