[Bug / Issue] Mod CP avatar upload: "A required field called extension is missing or has an invalid value."

In the Admin CP I've always been able to change avatars just fine. However yesterday I gave moderators this power in order to better face a troll threat we received word about. Anyway a user requested an avatar upload and my moderators were unable to do it owing to this error which I then tested myself and found it to be so.

The original avatar was .png, I also tested .gif and .jpg to no avail, though I can upload either in the Admin CP.

Mod CP > Search for Users > Change Avatar is the function where this error is occurring.

My vBulletin files are unedited and I have tested this with hooks disabled.

    vB version 5.3.3.
    PHP 7.1.7
    MySQL 5.6.36-cll-lve
    Default English language
    Occurs in default style
Tested on Mac OSX El Capitan 10.11.6 in Firefox 56.0.2 (64 bit)
    Cache cleared

Moderators have never been able to alter users within the Moderator CP. Currently, this tool is considered to be deprecated and we are not adding new features to it. We have plans to move IP Search and Banning options to the front-end interface and removing the Moderator CP altogether.

Hmm that's interesting. Thanks for pointing that out. I was just curious why the option to allow moderators avatar jurisdiction exists in the Moderator Permissions then.
