Reupload the contents of the /images/css directory to your server.

The images for the control panel are located in /core/cpstyles/vBulletin_5_Default. You should make sure they exist on the server.

FileZilla works fine. More likely to be an issue with the server.

I've been using Filezilla for a decade without problems. However some servers will issue timeouts on SFTP if you're connected too long. They believe this increases security but in reality, all it does is increase frustration and headaches. If you are on a cPanel server, you can work around these limitations by following the steps below.
                  1. Unzip vBulletin on your local computer.
                  2. Go into the upload folder.
                  3. Select All of the folders and files (CTRL-A on Windows).
                  4. Add these to a new ZIP file.
                  5. Upload that file to the location of your vBulletin via Filezilla.
                  6. Log into cPanel.
                  7. Go to the File Manager.
                  8. Navigate to where your new ZIP file is located.
                  9. Click on it once to select it.
                  10. Right Click on it and choose Extract.
                  11. In a few seconds, all of your files should be available.
                  12. Delete the ZIP file you uploaded.
