    Make sure the super administrator listed first in the /core/includes/config.php file is using a language that exists in your database.

    Wayne nailed my issue. Thank you!

    The issue was my host has the php_value max_execution_time was set at 120 and were unwilling to temporarily up it, and wanted me to move the site to a VPS, from a shared server (not an option).

    One of the options Wayne gave me for instructions was to remove themes, which work and allowed the update to complete.

      How difficult would it be to add those themes after the fact? If its possible what would be the method of procedure to do so?

        You can import individual theme files in the AdminCP under Download / Upload Styles.
