[Bug / Issue] Created a new custom Usergroup user form it cant see new topics button in navbar Homepage

Hi all ,

..as title
After created a new custom group have had a test as user whit that status but i cant see the new Topics button on the navbar in hompage
..had a look on permission and other but didn't found anything related

suggests ??

1. Turn on Site Builder.
2. Click the Navigation Bar link.
3. Click the arrow to the right of forums to select its subnavigation.
4. Click the pencil to edit "New Topics" link.
5. Click "Edit Permissions".
6. Does the new group have a checkbox next to it?

sorry for the newbie question but I cant still accustom to the site builder lol
..always worked with Vb 4.x.
