Can I make forum links like this?

Can I make forum links like this?
    site.com/threadtitle/
    site.com/forumtitle/

I do not want the current shape of the links too long

No, but you can make them like this:
    site.com/node/12345
Where 12345 is the node number.

This is called "Route by node" which can be turned on in the admincp.
You can see it in use on my demo site: www.talknewsuk.com.

You can also edit your channel pages and manually set the URL for each so they are the length that you want. To do this, go to the page on the front end, click Edit Page in Site Builder and then save the page, it will ask you what the URL should be. Once you change it the system will create an automatic 301 redirect for the old URL.

Topics will inherit the URL of their parent and just have nodeid-topic_title appended to the end.

Thank you very much for clarification
But the problem in thousands of subjects after the upgrade can not be changed manually

I would suggest just updating the URLs of your channels. Posts within the channels will inherit the shortened URLs from their parents. You can probably redirect your old format to the old vBulletin 4.X default format. Though, I don't know how you deal with duplicate URLs in the formats provided in your first post.
