I'm not sure why, but my Super Moderators aren't allowed to ban members. I have set Can Ban Users to Yes under Channel Management > Moderator Permissions. All Admins don't have this issue. Is there a setting that I'm forgetting?

Do the super moderators have any secondary user groups?

I am having this issue now. I have a user set as primary group Super Moderator and no other group. He does not have any ban capabilities or options.
Any idea how this was ultimately resolved?
Edit: When I look at the Super Moderator permissions under Usergroup Manager, it doesn't have an option about banning users. Maybe there is somewhere else I need to look?Comment

How strange, there is in ours.
Maybe we are not talking about the same place? I mean in the adminCP, down the left side there is a section called channel management. In there is the option of moderator permissions.
Then you see the names of all your moderators and you can edit their permissionsComment

All moderator permissions are actually under Channel Management -> Moderator Permissions. You handle them on a user per user basis.Translations provided by Google.
