    I can not find a solution to this problem

    We need to know what the actual error is. Please check the server logs for the time the error occurred.

          It looks like the server is missing iconv php extension.

              If it;s still happening then it's not installed correctly.
              Have you restarted your server software?

                  The error does mean that the iconv extension is either not installed, or not configured correctly.

                  Since I'm not a server admin I can't really give you any more pointers. It's not a vBulletin issue. Perhaps someone with more server experience might be able to shed some light.
