You are correct that they do not have categories at this time. This was something we had thought about reimplementing but there wasn't sufficient customer feedback or demand for the functionality to move forward.

I think user may have permission to create blogs, but may not have permission to create blog categories.
just imagine if you have 100.000 active users and each users of your board just have...
