    Try to rename htaccess.txt to .htaccess

    This has nothing to do with your error but you should enter a valid mail adress:
    $config['Database']['technicalemail'] = '[email protected]';

        To be precise, it is .htaccess not .htaccesss
        Attention to detail is all important here.

        On some servers, .htaccess files don't display, but they are still there. Once you rename the file, does the site show correctly?

            Make sure allow_override is set to All.
            Make sure mod_rewrite is enabled.

            The above are server settings, so you will probably need to ask your host.
            They will need to restart Apache if either of the above have to be changed.

              When using NGINX, you need to use the nginx.vhost or the nginx.php7.vhost configuration file located in the do_not_upload folder. NGINX does not use .htaccess the way Apache does. Without using the appropriate vhost file in your server configuration then vBulletin won't work. Your server administrator will know how to apply the file.

                It's working fine now but I installed a theme, made sure image paths is right and still it looks broken. I bought the theme from purevb, their customer support is down so I am asking for help here;
                Look at my forum, sefserver.com/404forumsef the theme is broken, not like the one they offer, anyone knows how i can fix?

                    What do you mean? I bought a vB5 theme from there.

                      http://esfserver.com/forum/ is a vBulletin 4 installation.

                      sefserver.com/404forumsef is an invalid URL that results in a 404 error.

                      https://sefserver.com/seflool/ - needs its nginx vhost configured correctly as I stated above.
