Members with blog and permissions cannot blog

I have members with blogging permission who cannot blog I check permissions for user groups and everything is proper can someone please help me with this problem. This is the message that they get when they try to blog.

As well as usergroup permissions, please also check the permissions at Channel Manager > Channel Permissions.
These also need to be set correctly to allow posting of blogs.

I double checked channel manager Channel permission steal this is not working for a group that should be able to blog.

If you want someone to log in and check things out, then you need to open a support ticket.

A list of steps to recreate the issue would be helpful.

Is the user that cannot access the blog has an additional usergroup? or only primary group?
