This is a problem with how vBulletin stores text when non-UTF8 systems are used. In order to show them properly, the system encodes any characters it doesn't understand as HTML entities. We've done this since very early versions of the software. We're slowly resolving this issue but it isn't as high priority as other issues. I suggest opening a JIRA for this specific issue as it shouldn't show the encoded data there.
