ModCP not working for Mods but ok for Admin

I set up a fresh VBulletin 5.2.5 on a linux box. php Version 7.0.14

No Permissions changed.

Seems to work fine the Administrator can access AdminCP and ModCP
But a Moderator or Supermoderator gets a system Error when clickin on the visible ModCP Link at the bottom.
Turning on Debug Mode shows this:

now even worse. I returned too my site end logged in again with the Admin and have the same problem.
