    Why is it some posts have the ability to comment (located near the edit, quote, flag, like, area), and some don't?

    The original post is one you can't comment on. That was never possible, if I am not mistaken. All other posts within a topic (2nd, 3rd, 4th etc.) can be commented on.

        There is also a Channel Permission that can be set for each usergroup in different channels. So an Admin can allow people to comment in one Channel but not another. Blogs, Articles, and Social groups only allow comments.
