Is it possible to require a new user, when they are registering, to read the FAQ page and click a box before they can register? Thanks!

I'm sorry there is no feature to do that, you would require custom coding for something like this.
You can edit the rules shown to the user before the register that they must check the box confirming they agree to, but still no way to make people read it. Most just ignore it and check the box.
All text in vBulletin are phrases that can be editing in the Admin CP -> Languages & Phrases.
Do a "Search in Phrases" to search for a string of unique text from the phrase to easily find the one to edit. -
If you really want the users to literally read the rules before they can register, you would need to add a couple of questions related to the rules that they need to answer correctly before they could proceed. I haven't seen a site does that because that adds friction to registration user experience. You want more users to register to your forum but that would hinder people to do so.
What I suggest is to keep the registration as it is. After they have registered, then you could introduce an interstitial page that displays the rules that they have to agree before they could proceed. See the difference, they are already registered before you force them to read the rules as opposed to force them to read the rules first before they could register.
