Stop user changing avatar

Hi. Is there a way to stop an individual user from being able to change their avatar?

You can deny permissions to use avatars in the first place...you cannot allow people to upload one then prevent it being changed.

There's a way using CSS to hide the Edit Avatar button when the current profile image is not using the default avatar.
