Hello ,
someone know how i can put such of translator on my forum same as here?

Install an additional language pack (you can find them in the Member's Area) and allow your users to change the language (this is an option in the AdminCP). If users of a certain usergroup are allowed to change the language, they will see the language selection menu you show in your screenshot. Admins - as far as I know - will always see the language selection menu.

do you know were in admincp ? thanks

AdminCP > Languages & Phrases > Language Manager > [Select a language/Click on Edit Settings] > Allow User Selection

There you can choose between Yes and No. This setting can be set for each language individually.
