No German "Umlaute" (äöüß) in Comments since Upgrade 5.1.8

As described here (German), Comments in my Forum (http://forum.pfadfinder-biedermannsdorf.at) cannot include german "Umlaute" (äöüß) since the Upgrade to 5.1.8.

When trying to post a comment including one or more of those characters, users get an error:

When editing an existing comment (without Umlaut) and adding any umlaut, the whole comment-text simply disappears:

The text for stating the reason of editing is unaffected (ie. can contain umlaut):

The problem exists also in 5.2.0 patch level 2.

It exists as soon as there is some "strange" characters in the answer. I think I have seen a Jira about it but I cant find it now.
However I would like to know the status of this since it is one of the main features in vBulletin. I guess the comment function is what is called threaded mode in version 5 and it is absolutely useless in swedish and I suppose many more languages when it cant handle special characters. I suppose it is pretty useless in english as well since it does not work with some english characters as well.

So I guess the question is for what version it is planned and if it is far away I am begging to get it prioritized.

Did anybody already create a JIRA entry? Also, maybe this one (VBV-14916) is related to the issue.

        Hi guys,

I am currently using vBulletin 5.2.0 and it works for me.
Take a look at this thread created today.

The collation of my DB is latin1_swedish_ci. All tables use this collation.

I've re-escalated the JIRA so it can be reviewed again. I am sorry this hasn't been resolved yet.
