LOST the change theme option

I lost the ability to change themes. It doesn't even show up.
Happened right after the first upgrade/update.. just before this last one for the 5.1.3.
So how can this be fixed? Thanks

Check your Admin Permissions and make sure you have permission to Administer Styles.
